Smooth scrolling is not enabled by default in chrome, and one has to manually add an extension to get that behaviour. I have tried a few extensions in the past, but they did not work as simply/perfectly as Smooth Scrollerator. It appears that others think so too, since it has the highest user ratings, yet for some reason is slightly 'burried' in the listings. Below is a screenshot of the searchterm I used, and the icon of the application so that it should be easier to find. You do have to scroll down through the results a little though.
